Andrew Hill, of Martinsburg, WV, was arrested after both incidents in Leesburg on Wednesday, Sept. 14, Leesburg Officer Michael Drogan said.
Trouble began around 6:15 p.m. when 9-1-1 callers reported a female passenger was trying to get out of a car being driven near the Leesburg Bypass and Fort Evans Road NE, and that the driver was holding her by her hair, Drogan said.
Police were not able to find the car, but at 7:30 p.m., a Loudoun County Sheriff's Office deputy saw a woman getting out of a moving car near Fort Evans Road NE and the Leesburg Bypass. The car fled the scene.
The deputy stayed with the female to render her aid until Leesburg officers arrived. That's when police found the woman had been assaulted and pushed from the moving car by Hill, authorities said.
The victim was treated on scene for injuries sustained during the incident.
Hill was arrested later that evening by the Loudoun County Sheriff's Office pursuant to a crash in Hamilton and charged with commercial sex trafficking, abduction, malicious wounding, and simple assault by the Leesburg Police Department.
He is being held on these, and unrelated charges brought by the Loudoun County Sheriff’s Office, at the Loudoun County Adult Detention Center on no bond.
